Otis Petteway, III
Founding Pastor
Pastor Otis J. Petteway, III was born in August 1984 in Freeport, Texas, to Deacon Otis Petteway, Jr. and Velda Petteway, and was raised in Brazoria, Texas. At twelve, he was baptized at St. Paul Missionary Baptist Church in Brazoria under the leadership of Pastor L. C. Dews. At thirteen, he first sensed God's call to preach, and that same year he discovered his love for music through the school band and piano lessons. By fourteen, he was serving as Minister of Music for churches throughout South Texas. He graduated from Van Vleck High School in 2003.
In December 2007, Pastor Petteway formally surrendered to the call of God on his life. On November 20, 2008, at the age of twenty-four, he preached his first sermon, and on February 8, 2009, he was licensed to preach the Gospel. Of all the gifts God has placed in him, none is more meaningful to him than preaching and teaching the Word of God.
Pastor Petteway has preached and lectured at conferences and churches across the country, and he has served as Minister of Christian Education, Youth Pastor, Associate Pastor, Executive Pastor, and Campus Pastor. From 2012 through 2018, he served as Executive Pastor of The Genesis Church in Houston under the leadership of Dr. Michael P. Williams. He was ordained at Genesis in November 2014, and in 2015 Dr. Williams installed him as Campus Pastor of Genesis Lake Jackson, a work that grew out of the Bible study he faithfully hosted throughout Brazoria County.
With the blessing of Dr. Williams, Pastor Petteway stepped out on faith and planted Victory Community Church, holding its first worship service on January 6, 2019, in Lake Jackson. That same year, the Full Gospel Baptist Church Fellowship International honored Victory as "Emerging Church of the Year." In 2022, Victory Community Church and The Genesis Church came together in a marriage of two congregations, uniting Victory with the legacy Dr. Williams began in 1986 with JOY Tabernacle. Today, Victory worships on the south side of Houston, and Pastor Petteway leads with a clear vision: that Victory would be the place anyone can come to find victory in every area of their life, and that everyone connected to the ministry and the community around it would walk in true freedom.
His heart for people reaches well beyond the church walls. In 2020, he founded Victory In The Community, a 501(c)(3) nonprofit serving the Sunnyside neighborhood, where he serves as Founding President and Chairman of the Board.
Pastor Petteway is committed to growing as a leader and a scholar. He is currently pursuing a bachelor's degree and a Master of Divinity concurrently at Virginia Union University's Samuel DeWitt Proctor School of Theology, with graduation expected in May 2027. He is also the author of Leaders Leading Leaders: Empowering the Innovator and Implementer, published under the Everything Victory brand.
An entrepreneur at heart, Pastor Petteway opened Petteway Printing in 2011. That print shop has grown into OP3 Marketing Solutions, a consulting and print company that helps businesses and ministries build stronger systems and put AI to work. He is also the founder of Daily Love From Him Above, a line of devotions and accessories.
Pastor Petteway is married to the love of his life, Pastor Sheika Petteway, who serves alongside him as Executive Pastor and First Lady of Victory Community Church. Together they have three children: Kingston Stokes, Taylor Petteway, and Omari Petteway.
